Police Video Shows Woman in Carjacking Attempt, Officer Struck, and Shots Fired in Anne Arundel County

In the early evening of May 7, police responded to a hit‑and‑run call on North Crain Highway and 11th Avenue in Glen Burnie. Officers discovered that a 28‑year‑old woman had crashed her vehicle into another car, then seized a family member’s automobile and fled the scene.

The suspect, identified as Jasmin L. Cooper, was later found inside the stolen vehicle on the 8500 block of Severn Road. Body‑camera footage released by the county shows officers approaching the car with guns drawn, demanding that Cooper “turn the car off” and “get out of the car.” One officer can be heard muttering, “So what, she stole her son’s car?” before Cooper raises her hands from the wheel but remains inside the vehicle.

Cooper accelerated away from the parking spot, prompting the officers to give chase. The chase took her onto Reece Road, where she collided with another car near Telegraph Road, then attempted to break into an occupied vehicle. Officers intervened and apprehended her. While trying to flee, Cooper struck one officer and two patrol cars, leading officers to open fire. The shots struck Cooper, who was later found lying on the ground in handcuffs and bandaged for a wound to the chest.

The suspect was charged with carjacking, attempted carjacking, multiple counts of reckless endangerment, first‑ and second‑degree assault, and related offenses. Both Cooper and the officer who was hit received treatment for non‑life‑threatening injuries at the scene.
