In the rolling hills of western Kentucky, Gary Elder has been watching the debate over data centers with the keen interest of someone whose monthly electric bill could double. The 69-year-old retired resident of Lewisport appeared before the Public Service Commission in Hancock County last July to oppose a proposed 500-megawatt data center in his region, warning regulators that the facility could push his electricity costs toward $1,000 or more per month.
Elder represents a significant political reality: roughly seven in ten Americans oppose having a data center built in their own neighborhoods. That sentiment is now reshaping policy at the statehouse level, as governors from both parties move to restrict or pause data center development—often after years of actively courting the industry.
The shift has been abrupt. By August, Pennsylvania Governor Josh Shapiro, a Democrat who had pursued hyperscale data centers, signed an executive order he described as "the strictest guardrails in the nation." Texas Republican Governor Greg Abbott froze new grid connections pending a statewide audit. New York Governor Kathy Hochul, also a Democrat, went further, pausing environmental permits for a year. Florida Republican Ron DeSantis signed legislation guaranteeing local governments the authority to reject data center projects outright.
The movements reflect a common anxiety arriving from different political directions. What unites critics across the spectrum is the concern that ordinary Americans are footing the bill for infrastructure serving tech giants while receiving little direct benefit.
The controversy extends beyond zoning disputes. A more fundamental constraint has emerged: the shortage of high-voltage transformers, the critical equipment needed to connect new facilities to the power grid. This bottleneck exists regardless of whether communities welcome data centers or not.
Meanwhile, international competition intensifies. Goldman Sachs estimates that U.S. artificial intelligence-related investment will approach $600 billion in 2026. But those projections assume America actually builds the capacity to absorb that capital. China currently produces roughly 60 percent of the world's transformer manufacturing capacity. Saudi Arabia has launched a $100 billion initiative called HUMAIN, the United Arab Emirates is pursuing its own "Stargate" program, and Japan is developing new infrastructure backed by Gulf sovereign wealth. All are competing for the same global investment American localities are turning away.
"China's AI lead is now a fact," a moderator noted at a presidential debate previewing questions that will face nominees in 2028. "In 2026, you decided to restrict data-center construction, and the machinist in Youngstown, Ohio, watched his job follow the servers to the Gulf. What do you tell him?"
The political stakes are becoming clear. Senate Republicans have privately warned that the data center issue could cost them Ohio's Senate seat, where incumbent Jon Husted has been cast as "the face of data centers." The same dynamic is reshaping the state's gubernatorial race, with Republican Vivek Ramaswamy calling for a moratorium while Democratic opponent Amy Acton has proposed her own restrictions.
President Donald Trump has positioned himself as the most unambiguous advocate for expanded data center construction, calling Abbott's freeze a "mistake" and describing the goal of making America "the AI capital of the world."
Data centers are not merely computer warehouses. They serve as the physical foundation for artificial intelligence, cloud computing, advanced manufacturing, scientific research and autonomous systems. Increasingly, they are also integral to national security infrastructure.
Research from Columbia University's Center on Global Energy Policy suggests large data center loads have not been the principal driver of rising electricity rates, and in some regions with the highest demand growth, prices have actually fallen when supply, cost allocation and tariff design are handled properly.
The path forward may lie in West Virginia, where state leaders have embraced data centers as critical infrastructure. Governor Patrick Morrisey, a Republican, has described the strategy as a 20-year approach, positioning the state's abundant energy resources, microgrid capabilities and proximity to population centers as competitive advantages. Google has announced a multibillion-dollar data center project in the state.
The framework gaining traction involves data centers covering the incremental cost of electricity infrastructure they require, entering transparent power agreements, investing in new generation where feasible and utilizing energy-efficient technologies. Communities would receive meaningful input, and governments would tie tax incentives to measurable economic benefits for local residents.
Technology companies are also stepping forward. In March, Amazon, Google, Meta, Microsoft, OpenAI, Oracle and xAI signed the White House's Ratepayer Protection Pledge, committing to bring or purchase power for their facilities and cover required infrastructure upgrades rather than shifting those costs to households.
The buildout offers unexpected benefits. Constructing a data center campus requires a substantial skilled workforce—electricians, pipefitters and high-voltage technicians. Meta's president estimates the United States could need approximately 500,000 additional electricians alone to support AI infrastructure development. Microsoft's president has cited the electrician shortage as the company's most significant constraint. Google, Microsoft and electrical workers' unions are investing heavily in apprenticeship programs that lead to well-paying careers without student debt.
The challenge for policymakers is finding solutions that address legitimate concerns about electricity costs without sacrificing America's strategic position in artificial intelligence development. Whether politicians can thread that needle before the 2028 debate stage remains to be seen.
