Scarborough council demands ICE facility tour amid community concerns

Scarborough Town Council Calls for Transparency at ICE Facility After July Killing
Scarborough, Maine – At its March 12 town council meeting, the Scarborough Town Council formally requested greater transparency from the federal Immigration and Customs Enforcement (ICE) detention center located within its jurisdiction. The request came in the wake of the July death of a Biddeford resident who was killed by an ICE agent while in custody at the facility.
The council’s motion, adopted by unanimous vote, urged the federal agency to provide detailed records on its operational protocols, staffing, and incident reporting procedures. Council members expressed concerns that the current lack of publicly available information had left residents feeling uncertain about the safety and oversight of the detention center.
The incident that sparked the call occurred on July 19, when a man from Biddeford was found dead in his cell. According to local reports, an ICE agent was involved in the fatal encounter. The state police investigation is ongoing, and the agency has not yet released a statement detailing the circumstances. Residents of Scarborough and neighboring towns have voiced apprehension about the potential for unmonitored incidents at the federal facility.
“Transparency is essential,” said Councilor Maria Gonzales in a brief statement. “The safety of all people who come into contact with this facility—whether residents of our town or federal employees—must be assured through open communication.”
The council’s request follows a national conversation about the role of ICE in local communities and the need for accountability. While the facility is a federal property, the town council’s jurisdiction allows it to request information that may affect public safety and community trust.
Federal officials have not yet responded to the council’s motion. The town’s legal counsel indicated that the council will consult with the Department of Homeland Security to ensure compliance with federal disclosure laws.
The council plans to revisit the issue at its next meeting, where it will consider whether further actions, such as a formal investigation or a citizen advisory group, are warranted. In the meantime, residents of Scarborough and the surrounding area are encouraged to keep informed about updates from both the town council and ICE officials.
