Portland to consider emergency funding for warming shelter as winter nears

The Portland City Council will convene a special meeting on Monday to review the operation of a warming shelter located at 166 Riverside Industrial Parkway. The session, scheduled for 7 p.m. in the City Hall council chamber, will allow council members to discuss the shelter’s current status, staffing needs, and service capacity.
The warming shelter—opened in early 2023—provides overnight housing, meals, and basic health services to individuals experiencing homelessness or severe weather-related displacement. City officials have reported that usage has risen during recent winter months, prompting questions about resource allocation and long‑term sustainability.
Council members are expected to consider budget adjustments, potential expansion of operating hours, and partnerships with local nonprofits. The meeting is open to the public, and residents are encouraged to attend or submit written comments by Friday.
Local advocacy groups have praised the shelter’s rapid response to an uptick in winter homelessness, but some residents have expressed concerns about traffic and noise on Riverside Industrial Parkway. The council will take these viewpoints into account before finalizing any policy changes.
