Windham residents will vote next week on three ballot referendums, two of the town’s six positions on the Regional School Unit 14 school board, as well as two state House seats and one state Senate seat.

In-person voting will take place on Nov. 3 at Windham High School from 7 a.m. to 8 p.m. Early voting ended Thursday.

Here’s what Windham voters can expect to find on their 2026 ballots.

BALLOT QUESTIONS

Windham residents will vote on three questions next week.

Question 1 pertains to an amendment to the town charter changing Windham’s town meeting format from an in-person meeting to a secret-ballot referendum. The amendment, if approved, will go into effect on Jan. 1, 2027, with the option of returning to the in-person format should the budget fail at referendum.

Question 2, if approved, would amend the town charter to say that any appropriation of $500,000 or more, with the threshold being raised from $25,000, shall become effective only after adoption at a town meeting by a majority vote of those present and the town meeting shall not increase the amount of any appropriation or bond issue above what is recommended by the Town Council. The amendment will go into effect immediately if approved.

Question 3 asks residents to approve $19.5 million to convert Windham Middle School, set to close at the end of this year, into a community center, and to appropriate up to $2 million of the town’s fund balance as the Town Council deems necessary to reduce the borrowing amount. The proposed community center will house the town hall, library, and social services.

LOCAL RACES

Windham will vote to fill two of its six seats on the RSU 14 school board. Candidates running for the board include Marge Govoni, Joe Kellner, Megan Potter and Adam Zajac.

Town Council members Mark Morrison and Mark Cobb are running uncontested for the council’s East district and at-large seats, respectively.

STATE RACES

State Senate District 26, which covers Windham, Casco, Frye Island, Raymond, and part of Westbrook, features a race between incumbent Democrat Timothy Nangle and Republican challenger Kenneth Cianchette.

In State House District 106, incumbent Republican Barbara Bagshaw faces a challenge from Democratic challenger Bradley Youngs.

Joseph Campbell, a Democrat, is challenging Republican incumbent Mark Cooper for State House District 107.
