Four vacant Portland parcels now available for development

City Regains Ownership of 3.45‑Acre Site After Settlement with Federated Companies
A settlement agreement between the city and Federated Companies has transferred a 3.45‑acre parcel of land back into city ownership. The transaction, finalized in a closed‑door meeting this week, resolves a long‑standing dispute over the property’s title and use.
The site, located in the heart of the city’s downtown area, had remained in the hands of Federated Companies since a prior lease arrangement was deemed unenforceable. Negotiations over the years have focused on the city’s desire to repurpose the space for public use, including plans for a new civic center and public park.
Under the terms of the settlement, Federated Companies will hand over clear title to the city. In exchange, the city has agreed to cover remaining financial obligations tied to the property’s development and to ensure that any future use aligns with municipal planning goals.
City officials said the agreement allows them to move forward with projects that have long been on hold due to ownership uncertainties. The transfer is expected to streamline future zoning and construction approvals.
While the settlement details were kept confidential, the city confirmed that the new ownership will facilitate the development of the parcel in ways that benefit the community, including potential public amenities and green space.
The 3.45‑acre site had been a point of contention for several years, with both sides citing differing interpretations of past agreements. The resolution marks a significant milestone for the city’s development plans and is anticipated to open the door for further investments in the downtown area.
