Former Scarborough police lieutenant accused of stealing thousands in overtime pay
A former Scarborough police lieutenant is accused of stealing more than $10,000 from the town of Scarborough by falsifying overtime records, according to court documents.
Timothy Barker, 55, was indicted by Cumberland County grand jury for an alleged theft that occurred while he was employed with the department. He is charged with felony theft by deception, tampering with public records or information, and official oppression.

From February 2021 to September 2025, Barker allegedly authorized overtime payments for traffic details he did not perform, according to prosecutors. The records did not specify how much money Barker is accused of stealing.
According to the indictment, Barker allegedly tampered with public records by making false entries in “Crash Reduction Overtime Patrol” reports to indicate he conducted traffic enforcement details which prosecutors believe he hadn’t done.
Barker retired on Feb. 2 after 31 years with the department.
When the value of a stolen item exceeds $10,000 in value, theft is elevated to a Class B crime, according to Maine statute. Class B theft is a felony-level offense punishable by up to 20 years in prison and a fine of up to $20,000.
The police department informed the Maine Office of the Attorney General in December 2025 of Barker’s alleged conduct, after which the office conducted a criminal investigation, according to a press release from the police.
