Former Scarborough police lieutenant accused of felony theft appears in court

Former Scarborough Police Lieutenant Appears in Court on Overtime‑Fraud Charges
Cumberland County, Maine – Former Scarborough Police Department lieutenant Timothy Barker, 55, made his first court appearance Thursday morning at the Cumberland County Courthouse after prosecutors accused him of stealing more than $10,000 from the town through falsified overtime records.
Barker, who served in the department for 31 years, was charged with felony theft by deception, tampering with public records or information, and official oppression. The indictment alleges that between February 2021 and September 2025 he authorized overtime payments for traffic‑detail shifts that he never performed.
Under Maine law, theft exceeding $10,000 is classified as a Class B felony, punishable by up to 20 years in prison and a fine of up to $20,000. Barker entered a not‑guilty plea to all charges. He was released on his own recognizance, with no additional bond conditions imposed.
“The prosecution claims he systematically falsified overtime logs for a period of more than four years,” said one source familiar with the case. “If the allegations prove true, the financial loss to the town of Scarborough could exceed $10,000.” No statement has yet been issued by Barker or his attorneys.
The case is scheduled to resume on March 10, 2027. If found guilty, Barker faces a potential sentence that could include a lengthy prison term, substantial fines, and the forfeiture of his police pension.
Scarborough officials have not yet released a statement. The town’s finance department says it is reviewing the matter and will take appropriate actions if the allegations are substantiated.
