EXCLUSIVE: 128 GOP lawmakers call for federal probe into Planned Parenthood's taxpayer funding

Republican Lawmakers Urge Federal Probe Into Planned Parenthood Funding
A coalition of 128 Republican members of Congress has written to the U.S. Department of Health and Human Services (HHS) Inspector General, requesting a full audit of Planned Parenthood Federation of America, Inc. and its affiliated clinics. The letter, co‑authored by Representative Chris Smith of New Jersey and Senator James Lankford of Oklahoma, seeks an investigation into whether the organization has complied with federal laws and funding requirements for its taxpayer‑funded programs.
The request was sent to HHS‑OIG on Wednesday, prompting a brief statement that the letter had not yet been received but would be reviewed “once received.” Planned Parenthood has not yet responded to a request for comment.
What the Letter Demands
The lawmakers are asking the Inspector General to examine all federal funding streams flowing through HHS programs, including grants, contracts and sub‑awards. Their goal is to determine if there is evidence of fraud, waste, abuse, misrepresentation or other violations that could jeopardize the integrity of federal health programs.
“If misconduct is uncovered, we want the watchdog to consider consequences ranging from administrative remedies and suspension to exclusion from federal healthcare programs or referrals to other authorities,” the letter states.
Smith, who chairs the Congressional Pro‑Life Caucus, said the scrutiny was “long overdue.” He cited a range of allegations, including improper use of federal funds, failures to meet reporting requirements for child abuse or neglect, and the sale of fetal tissue. “Given the significant taxpayer resources that flow through federal health and human services programs, it is critical that recipient organizations operate with transparency, integrity, and full compliance with federal standards,” he wrote.
Senator Lankford echoed the call for a comprehensive review. “Planned Parenthood and its affiliates have faced serious allegations involving the use of federal funds and compliance with federal law. Those allegations deserve a thorough review,” he said. He added that the HHS Inspector General should “follow the facts, determine whether federal laws and funding requirements have been violated, and hold accountable anyone who has misused taxpayer dollars.”
Context: Previous Investigations
The letter references a separate review by the Small Business Administration (SBA), which is examining more than $88 million in COVID‑era Paycheck Protection Program loans received by 38 Planned Parenthood affiliates. The SBA says the review is simply to determine whether the affiliates were eligible for the loans; it is not a finding of wrongdoing. The lawmakers, however, view the SBA’s inquiry as part of a broader pattern of alleged misuse of federal money.
The coalition also urges the Inspector General to coordinate with the Centers for Medicare & Medicaid Services (CMS) and the Office of Management and Budget (OMB) for a “comprehensive review” of Planned Parenthood’s activities. This cross‑agency approach reflects the broad scope of the funding the organization receives from federal health programs.
Potential Outcomes
If the OIG finds violations, the consequences could range from administrative sanctions and suspension of federal funds to exclusion from future federal healthcare programs. In more severe cases, the agency could refer matters to other authorities, such as the Department of Justice, for possible criminal prosecution.
Planned Parenthood’s Position
Planned Parenthood has not commented on the letter or the allegations. The organization has long been a recipient of federal funding, providing services through a network of clinics across the country. While it is a well‑known provider of reproductive health care, its funding sources and compliance with federal requirements have occasionally drawn scrutiny from pro‑life groups and lawmakers.
Congressional Landscape
The 128‑member coalition represents a significant portion of the Republican caucus in both chambers of Congress. The effort reflects a broader push by many conservatives to increase oversight of organizations they see as violating federal standards or misusing taxpayer dollars. The letter is one of several recent legislative actions aimed at tightening scrutiny of federally funded programs, including investigations into the Department of Health and Human Services itself.
Next Steps
The HHS Inspector General’s office has confirmed it will review the request once the letter arrives. Whether the OIG will launch a formal investigation remains to be seen. Meanwhile, the SBA’s review of pandemic loans continues, and other federal agencies may also examine Planned Parenthood’s compliance as part of this broader effort.
For now, the question remains whether federal oversight will uncover new evidence of misconduct or simply reaffirm existing compliance. The outcome will likely impact both Planned Parenthood’s future funding and the broader conversation about how federal health dollars are monitored and spent.
