Lewiston Resident Urges Action on Unregistered Vehicles

Lewiston, Maine – A local resident has written a letter to the editor of the Press Herald calling attention to a growing number of cars that still display the state’s “Chickadee” license plates despite the plates being expired. The letter, signed by Richard Houle of Lewiston, highlights what he sees as a serious lapse in compliance with Maine’s vehicle registration and insurance requirements.

Houle noted that several vehicles he has observed have registration plates that expired in June and August of last year. “These people are not paying vehicle excise tax,” he wrote, and added that many of the drivers may also lack valid auto insurance or could have suspended driver’s licenses. The letter argues that these lapses pose a risk to public safety and fiscal responsibility.

“The state’s excise tax is designed to fund transportation infrastructure and services, and it is mandatory for all registered vehicles,” Houle said. “If vehicles are not registered, they are not contributing to that fund.” He also pointed out that the lack of insurance and possible license suspensions could further jeopardize road safety.

To address the issue, Houle criticized the use of “Flock cameras,” which are automated traffic monitoring devices, stating that “we do not need Flock cameras to identify these vehicles.” Instead, he urged law enforcement officers to actively enforce registration and insurance laws. “It is time for our law enforcement officers to get these law offenders,” he wrote.

The letter has sparked discussion among local residents and officials about the adequacy of current enforcement mechanisms for vehicle registration and insurance compliance. While the Press Herald has not yet released a response, state authorities have indicated that they continue to monitor vehicle registration status through periodic inspections and automated systems.

Maine law requires all motor vehicles to carry current registration plates and proof of insurance, and failure to comply can result in fines, impoundment, or other penalties. The state’s vehicle excise tax, calculated annually, is a key source of revenue for road maintenance and transportation projects.

Houle’s letter underscores the importance of up‑to‑date vehicle documentation and the role of local law enforcement in ensuring public safety and fiscal accountability.
