Biddeford leaders to call for accountability at first City Council meeting since ICE shooting
Tuesday’s Biddeford City Council meeting will focus on calls for accountability in the wake of the fatal shooting of Johan Sebastián Durán Guerrero last week.
Guerrero was shot by federal immigration agent David Brouillette at the intersection of Hill and Pool streets on July 13, sending shockwaves through the Biddeford community.
The council meeting will begin at 6 p.m. in the Little Theater at Biddeford High School. It was moved from the council’s typical meeting space at City Hall in anticipation of a large audience.

“It is important that our community has the time and space to grieve, speak and be heard,” Mayor Liam LaFountain said in a written statement Monday.
LaFountain is set to issue a mayoral proclamation at the meeting that will center on Guerrero’s family and call for a transparent and independent investigation into his killing, with the full involvement of Maine law enforcement.
There will also be mental health services available at the meeting to ensure the well-being of Biddeford residents, LaFountain wrote.

The meeting agenda also includes a moment of silence for Guerrero, a period for public comment from residents, and remarks from LaFountain and councilors.
In the aftermath of the attack, hundreds gathered in Biddeford to protest ICE presence in Maine and to honor Guerrero’s life.

A father from Colombia, Guerrero was reportedly authorized to work in the U.S. He was also not the intended target of the operation that took his life.
Immediately following the shooting, LaFountain issued a statement expressing his condolences to Guerrero’s family and calling for a full, thorough investigation.
“A person has died, and their loved ones and the people of our community deserve clear answers about what happened,” LaFountain wrote last week.

Parking for Tuesday’s meeting will be available in the student lot across from the electric sign at Biddeford High School, and access to the theater will be available through Tiger Gym.
Members of the public can also watch the meeting live on the Biddeford School Department YouTube page, but remote public comment will not be available.
