Counterterrorism Investigation Launched After Two Men Breach Perimeter at Key UK Intelligence Base

CAMBRIDGESHIRE, England — British counterterrorism detectives are leading an investigation after two Latvian nationals were arrested inside the perimeter of RAF Molesworth, a strategically vital military installation that serves as a primary intelligence hub for U.S. and NATO operations across Europe and Africa.

The two men, aged 32 and 36, both legal residents of the United Kingdom, were taken into custody in the early hours of Thursday. They now face allegations under Section 4 of the National Security Act 2023 for allegedly entering a prohibited place for a purpose prejudicial to the safety or interests of the state.

The incident began unfolding around 10 p.m. Wednesday when Ministry of Defence Police officers on routine patrol discovered an abandoned vehicle near the base's boundary. Specialist bomb disposal teams were called to examine the vehicle before armed officers located a breach in the perimeter fence. An extensive security sweep of the installation culminated in the discovery of the two men inside the base at approximately 2 a.m. Thursday.

Initially detained on suspicion of trespass and criminal damage, the pair were subsequently re-arrested under the sweeping national security legislation passed last year. They remain in custody as investigators execute search warrants at two residential addresses in nearby Peterborough.

Commander Helen Flanagan of Counterterrorism Policing London urged caution regarding speculation about the men's motives.

"We are keeping an open mind at this stage and inquiries are very much ongoing," Flanagan said. "We're very aware of the recent heightened interest and concern around military sites."

She confirmed that investigators have not established any link between the Molesworth breach and recent security incidents at RAF Fairford, another British base utilized by U.S. strategic bombers.

The breach has drawn immediate attention to the sensitivity of the site. Managed by the U.S. Air Force's 423rd Air Base Group, RAF Molesworth is a non-flying installation dedicated to joint intelligence and command operations. It hosts critical intelligence elements for U.S. European Command, U.S. Africa Command, and the NATO Intelligence Fusion Centre.

The base is currently in the midst of a major transformation. A $556.5 million expansion project, centered on the new Joint Intelligence Analysis Complex (JIAC), broke ground in April 2024. The facility is designed to consolidate 20 separate intelligence facilities into a single campus accommodating more than 1,000 personnel from the Defense Intelligence Agency, NATO, and multiple U.S. combatant commands. On-site construction began last spring with a projected completion date of summer 2028.

At the groundbreaking ceremony last year, Defense Intelligence Agency Deputy Director Suzanne White described the complex as essential to "the U.S. and allies' shared mission of 'outpacing our strategic competitors and addressing threats together wherever they may arise.'"

The site's history stretches back to World War II, when it served as an airfield for the U.S. 15th Bombardment Squadron. It was deactivated as an airfield in 1973 before transitioning to its current intelligence-focused role.

U.S. European Command commended the British response to the intrusion.

"While we assess the global security posture, U.S. forces remain at the highest state of readiness," the command said in a statement. "We would also express our gratitude to the UK for the close partnership with U.S. forces on matters of security."

The arrests come amid a period of heightened vigilance regarding the security of military installations in the UK used by American forces. The investigation is expected to focus on determining how the breach was executed and whether the incident represents a lone security violation or a more coordinated threat.
